Megan E. Carolan is the Vice President of Policy Research. Megan has worked with ICS since 2015 in several roles focused on systems-level opportunities for advancement of the early childhood field. A policy researcher by training, Megan conducts contract projects for a variety of early childhood focused organizations as well as overseeing ICS’s publications related to policy. She has expertise in a range of policy issues related to early education, pediatric health, and maternal well-being, with a particular interest in a re-conceptualization of the role of extended family to improve child outcomes. She has also previously supported ICS’s work on Pay for Success financing in early childhood.

Megan was previously the Policy Research Coordinator at the National Institute for Early Education Research (NIEER) at Rutgers University and the Center for Enhancing Early Learning Outcomes (CEELO). Megan holds a Master of Public Policy from Rutgers University.
